People like that should be given a restraining order. And a beating with a ClueBy4…
(A 2×4″ – real inches, not the 1.5 x 3.5″ they sell in US stores – wrapped in barbed wire or full of rusty nails)
The restraining order would be for the Library and surrounding area, NOT the home of whoever they’re stalking.
Big tip; every place you have to wear a visible nametag, have a different name than your own on it. And the employees should be free to mix it up a bit. No need to use the same nametag two days in a row. And if Fred wants to be a Tonya on Friday, why not?

Only problem is that with -repeated- name-tag changes, (some ;-)) customers/clients will eventually catch on. And make a stink. Just don’t get carried away and you can have fun with it! 😉
